Tom Ryder and Jessica Nardulli are attorneys concentrating their practice in the area of Government Relations. Together, we provide a full spectrum of services for dealing with the Illinois legislature, executive offices, state departments and agencies. We are also available to meet with constituent groups to provide education about the legislative process and train individuals to do advocacy on behalf of groups and organizations. Ryder served as a State Representative for 18 years, achieving the leadership position of Deputy Majority Leader. During his time in the legislature, Ryder concentrated on budget and appropriation issues, serving as the chief budget negotiator for his caucus. Nardulli joined Ryder on October 1, 2013 after passing the Illinois Bar Exam. Before joining Ryder, Nardulli gained experience working in all three branches of government where she developed strong advocacy skills and the ability to interface with public officials. She has worked on staff in both the House of Representatives and the Senate, interned with the Illinois Attorney General, and clerked with both Appellate Justice Carol Pope and the Attorney Registration and Disciplinary Commission. Nardulli is a 2009 graduate of Illinois Wesleyan University where she played volleyball all four years, and she is a 2013 graduate of Southern Illinois University School of Law and was a member of The Journal of Legal Medicine.

Development of a strategy typically includes working with the legislative reference bureau to draft legislation, identifying legislative sponsors, and scheduling meetings to advocate for the proposal and build coalitions. Throughout the bill process, we lobby legislators, staff, and other interested parties. Legislation with a negative impact is aggressively, yet discretely, opposed. We recognize the Illinois General Assembly is an ever changing political landscape and we are able to quickly adapt and implement needed changes to any strategy with input from our client.

We provide weekly reports to inform our clients about the activity of the Illinois General Assembly during session. As legislative issues arise, we keep our clients informed, providing advice and political insight, so necessary action can be taken. llinois’ ethics laws require lobbyist registration, reports, and expense disclosures. We work with our clients to ensure compliance with these regulations. We also work closely with clients to assist with political contributions by offering our expert advice and recommendations.
